UK Parking Control - what is this?

Hey guys,
I've just had an email sent to me from UK Parking Control Appeals Service to my personal email address - I've printed it to a PDF and uploaded it to Google Drive here.
Does anyone know what's going on? I don't have a car, and I've never given anyone my personal email address to use with these people.
I've just noticed the link in the email for the "Have a look at the options" button doesn't go to a UKPC website - it goes to the ta.ccifr.ru website, which is probably a phishing site. (The bad spelling should have been a giveaway.)
Good job I didn't click on that link, isn't it? Seriously, how low are these scammers sinking now that they want to imitate a PPC?
The registered address on the bottom of the email matches the one on "Contact Us" page of the proper UKPC website, except for 1 thing: that building they mention? Doesn't exist anymore - it was demolished as part of the Friargate redevelopment programme - isn't that illegal to have the wrong office address on the webpage (yes, they do have another address on other parts of the site, but even so)?

It's spam.
There has been a lot of this going around recently.
I suggest you forward it to the real UKPC and let them deal with it. This email scam wouldn't exist if it wasn't for them and their scam parking tickets.

its a spoof , been around for weeks , funny isn,t it that as its issued on the 19th , that you have lost the £26 early discount (wierd figure)

They are neither in Coventry, Manchester, Uxbridge, or Denham all just addresses to throw you off their scent, they are really based in Gregories Road Beaconsfield.
Edit: MW that website is in Russia, as bad as UKPC are I don't think they have fake PO boxes there yet LOL.0 -
