"Government funded new boiler" - telephone scam?

This is of course a scam but I'm wondering if others have been enduring these annoying calls over the past few weeks.

The call is from a different number every time, the recorded message stating that this is regarding getting a government funded new boiler, press 9 to continue (no, I'm not stupid enough to do that). Etc.

Who on earth is running this? I get at least one, maybe two calls a days from these scammers and as the phone number changes every time I can't block it.

I am thinking of starting a non-profit secret organisation along the lines of International Rescue, as in Thunderbirds. We help people like you by tracking down the offenders, find out who is setting up these scams and quietly dispose of them. As the authorities do not care, there is no crime.
