I have a complaint with my RAC Breakdown cover which RAC are not resolving. Is there an independent regulator or ombudsman that I can go to?

Read up their complaints procedure.
You need to make a formal complaint and await their reply for 8 weeks (unless you already had it) before being able to escalate to the FOS0
