Abandoned Car on Private Road

I've got a bit of an issue with a car that has been abandoned on the private road outside my house in such a way that it makes parking in my communal garage impossible and access to my front gate a bit awkward. Also, our area is within a permit zone and should mention the car is untaxed, I assume uninsured and no permit so is gathering tickets from the council.
Is it really a private road? If so, how come the council are issuing tickets?0 -
As the immediate problem is access to your garage move it a short distance, preferably to outside the owners house. No-one will care if its damaged and if you don't damage anything else while moving it or leave it in a dangerous place the police will not get involved.0

Before the offence of TWOC can occur (It's actually "Taking a conveyance without authority" in England), the vehicle in question must be used as a conveyance so if no one drove it, it can't be a case of twoc.0 -

Yes, it was a change introduced under the Protection of Freedoms Act 2012. It also means the police can remove the vehicle if they wish. But of course getting either of them to actually do anything is another matter.0 -
Thanks for the advice. To clarify, I don't expect any handouts, just mentioned it as I was hoping I may get some understanding from the council a perhaps a sense of urgency from them,
I'm well aware I could get someone to move it myself to the end of the road but I'm just concerned I may be in someway committing an offence either by moving the vehicle, should any damage be caused to it or simply putting an uninsured, untaxed vehicle on public road or would I then be guilty of an offence under the very act I've quoted: Refuse Disposal (Amenity) Act 1978 S2?
I've taken a read of w w w.askthe.police.uk/content/Q441.htm which seems to cover the whole moving it assuming I've no intention to deprive the owner of it but then wouldn't cover my other concerns.
Personally I would just move it myself during the night, it won't be difficult if it's unlocked. If your worried about doing it yourself then when you see someone messing around with it again suggest they should try and move it down the road "for a laugh".0 -

+1 for this idea. Just nip out at 3 in the morning and help the car towards the public road. If there's any questions just deny any knowledge and mention the local youths had been taking an interest in the vehicle. Don't forget to wear gloves.0 -
Even if its on bricks a friend with an old landrover or van, with strategically placed tyre tied to the front, under the hours of darkness when no one's about give the thing a nudge out of your way, then keep schtum.0
