Building control for new windows

We're changing all six windows on the house. They're plain UPVC windows from Eurocell. We have someone competent to install them, although he's not Fensa registered. Apparently he should liase with the local council's Building Control for the windows to be approved. This will cost about £100 on top.
Will Building Control then notice other problems with the house and insist they need fixing, e.g. electrics not to the latest spec. There is a fair bit of other work already planned, besides the windows. The house is intended for our own use not renting out and it's not a conservation area.
Is getting Building Control involved a legal requirement, will there be penalties later on if they're not involved?

No they won't notice anything else. Things only have to meet the latest regs when they are changed or updated.
There are unlikely to be any penalties as they'll never know, however you might need to provide proof of their signing off if you ever sell the house. Also it's a good check that the windows have been installed to meet fire requirements, etc.0
