New radiator - rust inside?

I've just bought a new towel radiator for the kitchen and looking inside it's got loads of rust all around.. Is this normal or should I take it back straight away?
It wasn't very expensive but I don't know what to expect with a radiator.

I'm yet to see a steel plated towel rad that isn't rusty inside. I'm also yet to see one that lasts more than 5yrs where it doesn't have rust spots on the surface
