2 Year old Parking fine help greatly appreciated

Hello, Ive read through all the newbie information but can't see anything like the problem I have got so wanted to seek someone's advice. Thanks in advance.
Today, 21/12/2016 I have received a Parking Charge Notice, with 'Notice to Keeper' in the top right hand corner from the 18/07/2014. The letter is from TNC Parking Services and the ticket was apparently issued by AutoSec in Hull. Both of which are registered with the BPA from what I can see.
It is basically stating that through a 'reasonable cause request' that they have obtained our details through the DVLA and that our car was issued a parking charge notice which was fixed to the vehicle. the location is given as Saville Court, Saville Street, Hull at 16:21 (this address is spelt incorrectly because it's actually Savile Court, Savile Street, Hull).
I have absolutely no recollection of parking here, nor have I ever had a parking ticket fixed to the car (I'm too weak and would have probably paid it).
I find it impossible to believe that this can be legally binding more than 2 years past an event that I don't think ever happened. The letter is littered with errors (they've event spelt my name wrong).
The letter offers me the chance to appeal but tells me that I gave missed the opportunity for discount because it's over 28 days. We don't even have the bloody car anymore.
As I've said, any advice/help that anyone can offer would be gratefully received.

a NTK 2 yrs after the event is "not cricket" send a scan of it to the BPA and ask if this is ok , as its the first paperwork you have recieved

DON,T loose your head and start firing off emails or making calls , NEVER NEVER admit to being the driver
I suspect with a push (BPA) this will fizzle out and Mr Peter DELGROSSO will crawl back in his shell and get a proper job ,

Hang on, are you saying that TNC dated it in 2014 and it's been stuck behind the tea cupboard at the sorting office, or that they have literally just posted this NTK regarding an event from 2014 and this is the first letter, dated Dec 2016?
If they just got your data, find out when and who got your DVLA data:

Then follow it up with an email complaint to the BPA and to the DVLA, to David Dunford, email easily found with a Google search or by searching this forum for his surname.

Thanks for the advice Pappa-Golf it's much appreciated. And coupon-mad, no it's dated December 2016 for the alledged offence in 2014...2 years 5 months after, I'm not the type to forget things like this...the more I'm thinking about it the more laughable I'm finding it.0

Thanks Pappa-Golf, I'll get on this today. I've just fired emails to the BPA and David Dunford, I may even drop an email to the Hull Daily Mail to see if they are interested in it. I suppose I ought to at least begin the appeal process with AutoSec as well given I already skipped at least the first 2 stages of holding back.0

Indeed, as it is a NTK (even two years late) this is a stage where the keeper can appeal. Of course say nothing about who might have been driving you can use and adapt the template in the NEWBIES thread or write your own as registered keeper.PRIVATE 'PCN'? Okay, so the DVLA letter is done and I've moved on to my appeal letter.
Is it reasonable to say we believe the car has never parked at the stated location? I've spoken to my wife who's the only other driver and neither of us ever believe we've stopped there. It could be that someone else was driving the car on that day but after 2 and something years we've got no chance of remembering.
I've noticed that the template letters talk about the signage etc but I actually do not believe we've parked there, I also looked at the space and it's not even a car park, more an alleyway behind some shops.

This is my appeal letter, does this look okay?
Dear Sir or Madam
Re: PCN No. 902349
I challenge this 'PCN' as keeper of the car. We have NEVER received a parking notice either fixed to the vehicle or by postal notification, non of the regular drivers even recognise the location never mind have ever parked there.
There will be no admissions as to who was driving on the date in question and no assumptions can be drawn, it is our sincere belief the car was never in the location in question and we cannot be reasonably expected at this stage to remember who may or may not have been driving the car at the time given it's well over 2 years ago. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.!
I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as required under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013.!
Should you obtain the registered keeper's data from the DVLA without reasonable cause (e.g. if you do not fully comply with the BPA Code of Practice in terms of sign-age at this site, for example) please take this as formal notice that I reserve the right to sue your company and the landowner/principal in your contract, for a sum not less than £250 for any Data Protection Act breach.!
For the avoidance of doubt, I do not give you consent to process data from the DVLA relating to this vehicle, whether you have already obtained it or not.
I have kept proof of submission of this appeal and look forward to your reply.
