ok , you have missed your appeal , the problem now is that ECP have upto 6 yrs to start court action , no mail fowarding can run that long , you NEED to inform ECP of your new address otherwise they could start court action behind your back and cause problems

They've not mentioned an expiry date on written appeals to IAS though, surely this is an avenue worth exploring?0

The acronym IAS has become interchangeable between BPA and IPC second stage appeal services - and can cause some confusion, as seems to have happened here.
Fundamentally, the acronym IAS relates to an 'independent appeals service'. It can be used to describe, generically, either of the two available.
The 'brand name' for the BPA's independent appeals service is POPLA (Parking on Private Land Appeals).
The 'brand name' for the IPC's independent appeals service is ..... wait for it .... the IAS (Independent Appeals Service), and which is where the confusion starts and ends.
So hopefully that helps the confusion? Clear as mud!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I believe if I request a copy of the appeals form from EPC they're going to refuse to give this to me, on the basis that my appeals window has expired.
If I give them my new address when I move in (I haven't yet, so this is less of an issue right now). What can happen next? what is the likelihood of court proceedings? Can they continue to chase payment from the keeper even though it was not the keeper that was driving the vehicle?0 -

you can write to ecp and along with inc your new address ask for the form that they said you could have
a: a refusal would prove they have your new address
b: no reply could be a complaint to the BPA
1st class with proof of postage , NOT recorded , follow up by email and CC it to a friendSave a Rachael

And don't forget to update your driving licence(s) AND V5 Logbook(s) with the DVLA when you move.0

ECP are nothing to worry about (OP please Google 'BMPA insight Euro').
But just in case they suddenly break the habit of a lifetime and start suing people, the OP does need to provide their new address and ask for the form to appeal to POPLA and ask for a fresh POPLA code because you've moved house, see what happens.PRIVATE 'PCN'? As anticipated, my request for a copy of the form has been rejected due to the fact I'm outside of my 28 day window of appeal.
I've not moved address just yet, it's still in process, and they don't have my new address, and won't until I provide them with it.
I'm guessing their next steps will be to sell this on to a 3rd party debt collection agency who again will just use the same tactics but not actually have any legal authority to do anything.
I'm thinking my best bet is to just ignore them until I move out, inform them of my new address when I move, and then continue to ignore? Unless anyone has any other ideas, thanks!0 -
Nope, they don't sell it to debt collectors. They use debt collectors to send letters to you, hoping to collect some money for ECP and a rake-off for the debt collectors.
