Could someone tell me what you class as a neighbour as parcel force tried to deliver my parcel but as I wasn't home they put on the online tracking as no one was available to receive your parcel, our driver delivered it to a neighbour

Usually I'd call it someone who lives on my street0

One house either side, or maybe two?
Depends very much on whether it's a village where everybody knows everyone and the postie knows who's friends with whom or if it's a "dormitory town" where nobody knows anybody!
You are supposed to be able to tell Royal Mail if you do not want parcels left with neighbours &/or you don't want to accept them on neighbour's behalf.0 -
They usually put a card through stating the address it was left at. Have they not?0

It would depend on the type of housing. Large, detached houses I would say the house either side. Terraced housing could encompass 6 houses either side as this would be a similar distance as a large detached.0
