How would I do a Factory Restore on a Dell Desktop operating Windows XP?
Would this delete the XP operating system?
After restoring to Factory Settings would I need to run something like CCleaner.
I have backed up all the files I want to keep.
Could I then upgrade to Windows 10 for free?

No. The free upgrade year has passed and it was only for machines running Windows 7, 8, or 8.1. If you want Windows 10 you will have to buy it.
