Student Fees loan question?

My daughter is starting an on-line fashion degree course next week. Because it is classed as a part-time course her forms to apply for Fees loan cant go in until after she has been on the course for 2 weeks. She also has health problems and will also qualify for disability grants towards her other costs.
I phoned the uni this morning and asked the question about payment of fees and they said she will have to pay it all next week unless she can produce documentary evidence of family income or benefits. Only my husband works so income is tight. When I spoke to the LEA they sadi the college could speak to them next week but they insist she will have to pay it all when she enrols. Her health problems are of a mental nature and are the reason for an online course. I dont want her to get stressed next week so can anyone advise me if a university are correct in what they say??
