Windows 10 mobile hotspot

Currently in Spain for Xmas, however in the middle of a storm!
So trying to check email/ sort things that you normally don’t get time to do at home.
Running W10, Asus T100, using 3 dongle ZTE MF370M, connected to Movistar, same as the phones connect to automatically. Sharing data via mobile hotpot in W10.
Phones data work fine with this provider but could prove expensive, hence the dongle.
Laptop is really slow, with or without hotspot turned on.
When connected to hotspot, using speedtest on iphone, knows I am in spain connects to local server
Ping 80, download 9mbs, upload 5mb
Kids hudl, looks at Nottingham
Ping 138, download 1mb, upload 500kb, usable
But on laptop , which also looks at Nottingham as well, when it runs, can get varying download from 1mb to 100k and basically no upload speed.
Appears to make no difference with hotspot on or off.
Also time not updated on laptop.
Any ideas how to speed up laptop, tried 3 help but not talk about w10.
