    I'm sorry to say that if you have absolute proof that this is the case then you are honour bound to report it. We have far too many of our elderly and infirm receiving a pittance on the basis the state can't afford to increase benefits. If those receiving help should not be doing so, report them. Then there might be a bigger pot for those that are in real need. Report them.
