A web content management system is a system that a person who is responsible for a website uses to define what content is shown on the website in question.

Rather than updating individual pages in raw HTML for every change of the site, a CMS gives a simple interface to do so and may make changes to the whole site in one go. The CMS may also handle meta functionality such as search, advert, etc.0

The Web Content Management System I would think is driven by a database, that someone is updating and manipulating - like wordpress, joomla and other CMSs.
By changing stuff in the database, you change the website
I'm assuming the 'website' is simply a bunch of pages that you manipulate by changing the actual code of the various pages.0
