Its been happening for ages in London, and thats just what they admit to!And when was the last time anybody was lending 12x salary - or without solid proof of income?
https://www.theguardian.com/uk-news/2015/sep/02/housing-market-gulf-salaries-house-prices
"But by 2012-13, the median income in London had increased to £24,600 and the median house price in the capital had increased to £300,000, meaning people were forced to spend 12.2 times their income on a house."
Today - what it is, I dread to think0 -

It means that the people on the median income cannot buy houses at the median prices.

Remember that you can actually go to jail for non payment of council tax, it's quite a high priority debt for that reason.
You need to move towards repossession or bankruptcy. To be honest if you tell the mortgage lender this is where you are headed, it's likely they will suddenly agree to extend consent to let.
Is your buildings insurance valid on an empty property? Or are you one flood/fire away from having a mortgage and no house?0 -
The whole thing sounds to me as if you have decided to sell the house that you don't want to live in rather than deciding which one to sell that will help you to decrease you debt the fastest.
It isn't the job of the council tax office to help you manage your debt. For that you need a different department. The council tax office have sent out a bill for what you owe in council tax it isn't anything to do with them how much debt you have got yourself into. In order to sort this out you may need to sell the house you are living in now and move into the other one in order to pay enough off the mortgage to get out of negative equity. It isn't the job of the council tax office to help you reduce your debt. The council tax office collects payments to pay for services.0 -
