Pre paid US$ card - Top up with US$ ?

Any of the prepaid cards I have looked at need to be topped up from a UK gb£ account and hence a currency conversion fee.

My niece is currently working abroad and is paid in US$. She can do online transfers from her US$ account but the account (in the country she receives her salary) does not offer a debit or credit card.

Is there any way she can get a pre-paid US$ card and transfer US$ onto the card directly?

Any other suggestions?

If your niece has an address in the UK or any European country, she can sign up for Revolut on their smartphone app and load USD by transfer from her bank account. However, Revolut have only just started taking new applications again so there may be a waiting list while they clear a backlog. Assuming that she is not eligible for US issued cards, I don't think there is another solution that can be loaded directly in USD.
