Parking charge fine

Two weeks ago I visited One Stop Shopping Centre in Perry Barr.Today, I have received a fine of 100 pounds from Park watch, it states that i have exceeded the maximum stay period of 4 hours.I was parked for 22 minutes more.I was not aware of the maximum 4 hours parking limit.
If the charge is paid within 14 days it will be reduced to 60 pounds.I have only recently started driving, i don't know much about fines.:(:(
I don't know what to do, should i just pay the fine even though i didn't know?
and who exactly are park watch?

    its not a "fine" , its a speculative INVOICE

    THE SIGNAGE WOULD HAVE MENTIONED THE 4 HOUR MAXIMUM PERIOD

    and PARK WATCH (defence systems) are one of dozens of private parking companies , some of whom are in the BPA, , some in the IPC and some in neither

    please read the NEWBIES FAQ sticky thread that is "stuck" near the top of this forum , it tells you a lot of information about appealing etc

    then read through 3 or 4 recent PARK WATCH threads on here so you can see what they did and follow their lead

    also complain to the landholder or managing agent and insist on the charge being cancelled , if you have shopping receipts or bank statements etc

    What did you think when you read the 'NEWBIES PLEASE READ THESE FAQS FIRST' thread first, before you posted? Please don't say you are posting after glancing at the forum on a phone or that there is too much information. It's not difficult to understand what to do and pretty much everyone manages to win/not pay in the end. Especially with a little firm like that bunch.

    There is an appeal there for you to literally copy, word for word, in the NEWBIES thread so please go back and read it.

    What should i do? popla?
    Also i can't get hold of the management of onestop shopping centre.

    you can also produce a bank statement or ask the shops for duplicate recepts , BUT as you have appealed without reading the info in the "newbies" thread , you are now knackered

    NOTE:

    the ticket has been issued by parkwatch company number 08798058 who are not in any recognised parking ATA , however the ticket will have been passet to defence systems company number 08047971 they will have obtained your info and passed it back to a NON ATA company , Parkwatch are unable to offer an independent appeal system , as they are not in a ATA

    2 problems here

    1: inregulated company threatening court
    2: ATA member passing details on to a non ATA member

    now all this bull about "trading as" , ok , but a company that is trading as , uses it parents company number and nota seperate entity

    It really is as easy as using template POPLA appeal points - he copied all of those from post#3 of the NEWBIES thread and he read other similar threads about Park Watch too.
