Alitalia refund?

So, we had booked two flights for my in-laws from Warsaw to Rome, so we could all holiday together this summer past. However, both became unwell, one with DVT and one with pacemaker problems. We contacted Alitalia and explained the situation, they said no problem, cancel the flights, send us a copy of medical certificates stating their inability to travel and a full refund will be given. That was done over 6 months ago. Several unproductive and expensive phonecalls have followed, promises every time that money will be payed, the refund has been actioned, money within 6 weeks, 2 weeks, 5 days. I feel Alitalia are taking the absolute P out of us (and many others i have since discovered). What are my rights as a consumer, and how can or indeed can i force them/encourage them to pay up anytime this century?

I had a tortuous time getting a refund from a european airline after they cancelled a flight (and indeed all future flights from that particular airport), even after submitting a complaint to the CAA.

in the end I got my credit card provider to do a chargeback which turned out to be surprisingly hassle free. You may find a combination of the CAA route and credit card provider will help.
