But the point I'm making, in case it's not mind-numbingly obvious, is that the OP really ought to have obtained more info before posting. After all, it's not as if they'd have to trek miles to find out.
No, I wouldn't have to trek miles but I'd either have to go and knock on his door to ask to see or I'd have to pole vault over several high fences to get to his garden and then need a powerful pogo-stick to look over his back garden fence. The alley way is unused and currently inaccessible to most normal people.
Since you seem to think it's so easy perhaps you could come and take a look next time you and the Boy Robin are flying over this area.

Clearly, you think that as I'm superhuman, I knew all this without being told, but think of the others, especially the children.
It could be organic matter, such as weeds, which does fall into a slightly different category than, say, used disposable nappies within the context of a totally overgrown, uncared-for area.
Worse, since normal people wouldn't go there, just kids making dens, something like syringes, though much less bulky, could be worse still.
I am not saying the guy's right to put anything there, but the context is relevant.0 -

The house i used to own had a private road running along the back into a dead end and garages, the railway line was the other side of alarge metal fence the length of the private road
All houses at one point or another tipped waste into the corners where the garages ended and railway land started , no one said anything in the 3 years we were there, by waste i mean plasterers water , a bit of earth , stuff like that , not household rubbishNever, under any circumstances, take a sleeping pill and a laxative on the same night.0 -
I've had a similar set-up to that - and found people had been used to flytipping waste nearby.
I told the land-owner about this and arranged with them to clear it up and the owner and I keeping a joint eye on further attempts by people to flytip.:)0
