Drain where footings for garage slab are

I am putting an attached sectional concrete garage on the side of my house the local BC has said I need full 3 foot foundations where the walls of the garage will be and a 150mm thick mesh reinforced slab so I have dug the trenches but have found the sewer pipe runs along the bottom of the trench at 1m below ground. The sewer runs parallel to next doors wall of their new extension and just about level with the top of their foundations approx 300m from their wall.
Question I have is, is there a way to bridge this or will it need the drain moving to be able to put the foundations where I need them.

You can shutter either side of it and do your foundations (leaving a gap for the drain) then bridge it with a lintel or 3.

3ft sounds very deep to me for a sectional garage.

Just had a look, most sit on 4" hardcore then a 4" slab (100mm to you young uns)
garages under 30 m² internal floor area are excluded from the regs requiring the same footings as a 2 story home.

    Especially with a reinforced slab!

My 3 storey extension is built on a 200mm reinforced (substantially) slab with no foundations.
