Why 2 x DDs on currents?

Does anyone know why (nearly) all the interest-paying bank accounts require one to have two direct debits going out every month? Thanks

For my 2nd and 3rd BoS Vantage a/ccs I gave the reason for them as 'savings'. No problem in their being granted.
