    I have read the newbies thread, yes. I felt my circumstance was quite different to the norm, as I received the ticket through the post and wasn't "parked up" as such like most others that receive a ticket.

    I have spoke to the council and the street is a public highway like I suspected.

    I have spoke to the council and the street is a public highway like I suspected.
    Get that in writing from the council.

    You must get it in writing from the council that this is public highway.
    Then if it is public, and you can find out who hired Npm go for either both parties or just NPM not only have they accessed your data without just cause tracing standards will also be interested. Others may have fallen victim in the same spot, if you can go down the DPA route get some publicity in the local press

    You need to report them to the DVLA and their Trade Body showing the proof this is public highway.
