Blocked drain

Our kitchen waste drains into a drain which seems to be permanently blocked - but not quite, as it never overflows. The water sits above the level of the grating, about 4 inches below the level of the driveway. It never drains away. It smells.

OH and I spent yesterday morning clearing it. We scooped out most of the water and associated gunge (4 buckets), to the point where we could see the direction of the outflow. We removed a LOT of plaster residue from the outflow (we had a lot of work done on the house a couple of years ago - I guess our plasterers used our outside tap to clean their gear). We thought that would fix it, but after a day's normal use the water level is back to where it has always been.

But what I don't understand is why it fills up so far but no further? And is there anything we can do to shift the blockage further along (short of digging up the drive)?
No longer a spouse, or trailing, but MSE won't allow me to change my username...
