TCM Parking Charge Notice at Star City

Hi all, I know there are many threads already addressing this issue but I could not find any that were completely relevant to my situation. I am a new poster so please excuse me for any mistakes I may make.
Okay so I got the parking ticket from Total Carpark Management Limited (TCM) on the 3rd of December 2016 at 21:14.
The reason for ticket stated on the PCN states "Not parked within an allocated bay"
Now the reason I feel that this ticket is not fair is because while I was looking for a parking space in the car park I noticed that there were bits of someones broken car bumper in the way. So naturally not wanting to drive over them and damage my car I parked at the side not blocking the driveway, restricting access or damaging any property and proceeded to clear the ground of the obstruction. Once I cleared the obstruction I went to put the bits and pieces of rubble into a bin and try and find an authoritative figure such as security or a police officer to let them know of the situation. When I got back to my car to re-park in an "allocated bay" after being away from my car for a maximum of 10 minutes I found a PCN stuck on my windscreen demanding payment of £100 or £60 if paid within 14 days of the date of issue.
Also, the car park I parked in is free so I haven't lost TCM or star city any money at all.
I've done quite a bit of research about private parking tickets but many different sources say different things. I have no idea what should be my first course of action, should I appeal straight away or should I just pay up and forget about it. I really do not want to pay though as this parking ticket is not valid.

the "story" isnt really relevant to a parking charge
please carefully read the NEWBIES sticky thread near the top of this forum , it tells you all you need to know and is up to date as well
you wont get better FREE advice anywhere else on this complicated topic0 -

You should edit your original post and only refer to The Driver when telling the story. The only players are The Driver and The Keeper who as far as we are concerned are two different people.
