Parking Ticket

My car was parked in a local car park. On one of the signs was a printed notice from the local authority stating free parking in December. On another sign was no notice just Euro Car Parks ticket fees. The local authority used a picture of the car park, where my car was parked, to advertise free parking in December on Facebook. What is my position with regards to the Euro Car Parks "ticket"? I have a picture of the local authority sign and a copy of the Facebook picture.
I should have said that there seemed to be no demarcation between the local authority and Euro Car Parks sections. Both sections are called Goods Yard Car Park.

    Please read the Sticky thread for NEWBIES then appeal to Euro using the BPA template in blue that you will find there.
    If the driver got a windscreen ticket, the keeper (of the vehicle on the day in question) sends the appeal as close to the 28 day appeal deadline as possible, without revealing the driver's details.
    If there was no windscreen ticket and the registered keeper got a notice through the post, then they appeal as keeper using the template already mentioned.

    Next, contact the council and ask for clarification about the car park. Some councils use parking scammers to mis-manage their car parks, whilst some car parks are split and owned by more than one entity; one part being council managed and the other part privately owned. The latter can be extremely confusing.

    If the driver parked in a council car park mis-managed by a private parking company, you need to make your complaint to them in parallel with the keeper appeal to Euro scammers inc.
    If the driver parked in a private part of the car park, then only the appeal to Euro scammers inc is needed.

    I guess the free parking had conditions and these were not met. I would say it is reasonable that having seen an advert for free parking and posters saying free parking people would assume its free. Money making scammers imo.
    Mr Generous - Landlord for more than 10 years. Generous? - Possibly but sarcastic more likely.

    Appeal using the template from the NEWBIES thread and add some wording about there being no demarcation between the two car parks. But be careful NOT to imply who was driving, so no 'me, myself or I' in the words you add.

    ECP always seem to give up at POPLA stage of appeal when they see a long 'kitchen sink' version appeal based on the templates in post #3 of the NEWBIES thread (but that's for round two!). Here is an example just won:
