Halls of residence aren't covering by tenancy law, so it's a simple contract issue.
OP what does your accommodation agreement state?
9/10 a university will happily end it if you find an alternative student to take it - as there is no loss, they cannot persue you further0 -

Thanks for your responses. I've got a meeting next week with the University's Accommodation office, so I'll have a follow-up post from then onwards.

I would think twice about leaving a hall of residence. If you move out into private rented student accommodation you are still likely to be surrounded by other thoughtless students as you are now. Some people can be anti-social and happy to live in squalor and this will happen in any shared house.
Admittedly you probably won't have to worry about lifts or laundry services in private rented as there won't be any offered.0 -

Time to contact your accommodation provider in WRITING and ask for repairs
If you fellow students want to leave rubbish around the Kitchen area then dump it in there Bedroom.
Some people are happy to live in squalor0
