Council ticket question

We didn't receive our original ticket, I assume someone took it from the window, but we received a letter about it. Can't fight the ticket but I sent an email to them about reducing it back to the original charge due to the missing ticket. Haven't heard anything back in 14 working days, is there any possible way out due to their failure to respond in time or just a case of contacting them to get an update?

Thanks for reading

    Need more info.

    1) What was the ticket for (contravention code)?
    2) Is it a Notice To Keeper you have now received?
    3) What date was the PCN issued?
    PLEASE NOTE

Appealing to an NTO takes ages to get a response, not 14 days! AGES.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If there's a phone number on it, it can't hurt to give them a ring.

Personally, I've found that dealing with the council parking warriors is a more enjoyable (by comparison!) experience than the private scumbags - they council types tend to take a more measured, more reasonable view of things in my experience.

Phone up, explain to them that you never got the windscreen ticket, but that you don't deny it may have been issued. Ask them if they'll consider going back to square one in the circumstances. Worst case is they say no.
