    Tesco's requirements as quoted by the OP do not say that all the types of certifier must know you.

    Most of the people they list are legal / financial professionals or government officials; those people (including councillors and MPs) don't need to know you, they are only certifying that the copy document is a true likeness of the original document. It is extended to doctors and teachers as responsible people in the community but in those cases it is only if those people actually know you with a pre existing relationship.
  • I had to do the Tesco verification palaver earlier in the year. Unlike most other organisations they do not include church ministers as one of the options (which as a church member is an easy one). All the other ones as you say charge - I used the Post Office (main branch only) at £8.50.
    Only the passport needed a certified copy, the utility bill etc were all original documents so just send them.

    A few years ago after moving to a new address, I used a local solicitor.. who charged £5.
    Ensure you get the statement correct on the copy.. or you'll be doing the palaver again.

    Why can other banks do the checks from the passport number, and Tesco can't?

    Really? When I asked the Post Office to certify a copy of my driving licence they refused on the grounds that they hadn't known me for at least two years. (I tried twice, and got the same answer both times.)

    They're all ultimately subject to the same regulations but they aren't so prescriptive that institutions can't interpret and implement them differently - for example, Bank of Ireland's verification processes (for AA and Post Office credit cards) have been the source of endless frustration on the credit card board too....

    And your idea of "find a friendly civil servant" doesn't help much, given a typical civil servant doesn't have one of the occupations on the approved Tesco list.

    OP, I just get friends to do mine and I do theirs as I know plenty of accountants and solicitors etc. Go to some boring neighbourhood parties this Christmas and New Year, you might meet some..!

  • As a customer, the Leeds BS certified a copy of my passport free of charge approx 3 months ago.
