Paid Parking Fine

Nov 1014 tet i got a parking ticket ..i disputed it but i lost so i paid the fine March 2015 ...april 2015 i got a letter from Newlyns saying they were taking me to court for non payment ...i told them that i had paid it.
Move on Aug 2016 i start to get visits from Newlyns with removals of goods notice ...also letters and texts and phone calls ..i kept telling them i had paid but i was called a lair ...rang Harrow council 3 times and they kept on telling me i had not paid ...just by luck u found the ref number from my payment i rang Harrow back and they admitted i had paid .
The point of all this is can i get companstion ..it really did make me ill ... Newlyns say not there fault and Harrow just ignore my emails for an apology ... if i had not found the ref number Newlyns could have taken my car .
Any advice would be great

    Send a letter (not email or phone call) of complaint to the Head of the Council, then if not resolved, you can then escalate it to the Local Authorities' Ombudsman.

    If you feel the council's behaviour truly has caused you illness/stress etc then maybe speak to a personal injury compensation legal firm and see if they will take up your claim for compensation (on a no win no fee basis)
