New bathroom final invoice additions...fair?

We've just had a final invoice for our new bathrooms and he's asking £700 more than quoted.

Key facts:
No mention has been made of any additional costs up to now.
He's citing the extra units as part of this -he ordered a short unit when we asked for a tall one so he got a second short one to fit below, effectively making this a two part tall unit.
He's citing a second extra unit at cost. He fitted the sink vanity unit with one small unit to one side. This looked ridiculous and he agreed it needed a small unit on the other side for balance. I assumed an error from the supplier.
He's citing additional plumbing for heating pipes due to the layout of the room. In fact when he got in and saw the bathroom layout he decided to change the location of toilet/shower to avoid excess plumbing. No extra cost was discussed or confirmed.
Quote was provided without a site visit as we didn't own the house at that stage.

Other:
Job has taken 3 months to finish, rather than 2 weeks stated.
His communications have been awful, not keeping appointments and so on.

What's the opinion of you lot? We've paid 80% of the total so far. Does it sound reasonable to insist we pay the initial quoted sum?

    3 months!

    Was it an exacting quote, or an estimate? I'd be as unhappy as you; £700 seems unreasonable, based on what you've said.

    I fail to see how he could give a firm quote without a site inspection. He should have just given you an estimate.

    When we have had new bathroom and kitchen installed we have been given drawings, 3D illustrations and a list of items for approval. This is common practice and I assume you were? Did you approve them?

    It appears there were modifications / additions to the design(?) and it is right and proper that you ought to pay for additional materials and work. However, you ought to have been made aware of this when those changes were agreed.

    3 months does seem a long time to complete. However, it can take time to order and deliver additional items.
