Paint peeling off wall

Hi all,
Long time lurker but unfortunately i seem to have come across a problem that the search function cannot help me solve.
The paint is peeling off a part of our kitchen wall in the same area where the garden tap is located on the outside - the pipe from the tap comes from the kitchen and through that part of the wall. The cementing/filling of the hole is quite poor and i am assuming that it simply needs to be chipped away and filled in once more (properly this time) and that the kitchen wall can simply be painted again.
However, before proceeding can anyone please confirm if the above plan of action is correct or if I should tackle this differently?
Any suggestions/advice would be welcome!
