23 mins late...worth appealing?

Hi all,
I was 23 minutes late back to my car at a car park in Milton Keynes, owned and run by Britannia Parking. They have sent me a 'fine' for £100 but it will be reduced to £60 if I pay it within 14 days. I'm thinking of disputing it on the grounds that the fine is disproportionate. I paid for one hours' parking at 60p instead of four hours parking at £1.20 (obviously thinking I would be much quicker than I actually was) so they've only lost out on 60p. Therefore, the fine is disproportionate. However, it could be argued that 23 minutes late is a fair amount of time. So opinions please, do you think it's worth me fighting or not?
