how to fight council pcn and bailiff

Hello everyone,
I am stuck in a bad situation and I would like to ask you for your help. Long short story:
Since May 2016 until 1 month ago I have received 5 PCNs from the Council's Traffic Wardens and because in this period I had some employment problems and had no money I was unable to pay them. About 3 weeks ago I went to the Parking Shop in my town to ask them about my PCNs and if I can get to on agreement with the Council to pay them in weekly instalments and they have advised me to write a letter and told me that one PCN is now dealt with by the Bailiffs. By the time I had the letter ready to post it I started receiving phone calls from somebody that was saying he is a bailiff and I owe them £400 for all of them in one lump sum or they will tow my vehicle away or seize personal assets.
What can I do in this situation? I have to mention that I will get paid only at the end of December and until then I cannot afford to pay.
PS: As far as I know they need some court writ or something like that and I have not received anything related to this since then (I have moved in September and my previous landlord did not gave anything related to this problem) . Also I have some hearing problems and I think I've read something about me being in "vulnerable persons" category and they are not allowed to touch my car/personal assets.

    You will get good advice on bailiffs and debt etc if you post this in the debt free wannabe forum elsewhere on the MSE forum

  • I will try this, thanks for your help. I thought to post here because I have read a few things about the process of PCN to become a debt to bailiffs like Charge Certificate, Notice to Owner, Court writ, etc and I thought my problem is more related to PCN than debts. Anyway I will try there as well. Thanks again.
