You still haven't given us anything to support what you're saying, apart from "I know". You have the entire internet at your disposal: surely you can find something?
Meanwhile, the gov.uk website tells us "You have the right to contact the police and be kept informed about the investigation if you’ve been the victim of a crime.
You must be given a crime reference number and contact details for the police officer dealing with your case when you report the crime"
It's clearly outlined on the pnld. There's no requirement to submit a crime report for fail to stop. I actually confirmed that on Saturday.

Go onto offence headings, traffic, driving and then accidents. It outlines the investigators responsibilities and submitting a crime report is not a requirement.0 -

You're an intelligent person, it's not subscription for me and I know about crime recording. I'll leave you to work it out.
