Hospital parking eye

I got a parking charge notice from parking eye through the post today after a visit to royal united hospital Bath. I saw the notice about paying for parking when you leave. Which I was prepared to do. Unfortunately because I was upset after my appointment, I did not see the paying machine at hospital entrance. When I got to car park I looked for the machine. Also because of building works there, rightly or wrongly presumed that the charges were suspended.
I've thought about an appeal but if rejected this would take me out of the reduced rate time frame. And I would have to pay the highest amount or should I pay the reduced amount now then appeal?

and complain to PALS asap and get it cancelled , that is your best option0 -
Once you pay them youve lost, theres no going back.
The reduced rate is nothing more than a presure tactic to persuade you to pay up.
Read the sticky thread and try and get your head around things a little better.
Also you should think about contacting the Hospital PALS service and describe to them what has happened, and ask if they can liaise with the hospitals agents, Parking eye to get the charge cancelledFrom the Plain Language Commission:

This is a scam. PE should never be allowed anywhere near a hospital car park.
There are ways you can avoid paytment, but it is all a PITA. Write to PALS saying why you were upset, also to your local paper and radio station.
You are either going to have to pay them pay, or learn a lot about contract law. However, it is not rocket science, and most people manage.You never know how far you can go until you go too far.0 -

Where does anything in the NEWBIES FAQS thread suggest that's an option? It doesn't.
Complain to PALS, mention your upset state of mind and confusion caused by building work obscuring signs & machines. Ask them to step in with the NHS Trust to cancel this 'fine'.
Did the PCN arrive within 14 days? IMPORTANT - PLEASE ANSWER EXACTLY.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
