    I'll add this to the possible scenarios above:
    the OP's Dad's new girlfriend may be totally oblivious of any idea of marriage at all. It could all be a figment of his imagination.

    There's nothing in the original post to suggest the OP has spoken to this lady, it's all what the OP's Dad has said.
