Received Notice to Owner, didn't get original ticket

Hi, I hope someone can help me (apologies if this has been answered before, I did a quick search but perhaps didn't use the right search term).

I've just received a Notice to Owner from Swale Borough Council, with the evidence attached showing that a ticket was in fact attached to my drivers window. However, on the day in question when I returned to my car that evening there was no ticket present on my car at all - I can only assume someone took it off to cause hassle.

I completely acknowledge I'm at fault for parking without buying a ticket. It was a new car and I was waiting for my new parking season ticket to come through the post. I had every intention of buying a ticket that day but out of habit/because I was running late, I just got out of my car and ran to the station.

Whilst I'm not happy about the fine (and it is my own stupid fault), I am unhappy that I missed the opportunity to pay the 50% discount. If I submit an appeal what are the chances to being allowed to pay the fine at the reduced amount? I've already spoken to the parking department who advised me to appeal, but couldn't give me an indication of whether it was something they could do or not.
