Stopcock Issues - No Water?

Long story short - just moved into a property. Sellers left a note saying "water turned off - stopcock outside bathroom".

There is indeed a stopcock outside the bathroom and I've turned this (anticlockwise) as normal to open the valve. However, this doesn't change anything. Taps are all still dry etc.

Property was only vacant for about 2 hours so there's no concerns that the service would have been cut-off or anything.

Before I involve a plumber - am I missing something incredibly obvious?

    If it's a house have you been outside incase they turned off the stopcock outside your home maybe on the footpath there is a metal/plastic cover where the stopcock is.
    Some homes also have a stopcock downstairs where the kitchen is. It is in my house.
    Also is the new home on a water meter? If yes take a meter reading if not you can be liable for the water used from the old owner.

    Thanks Boohoo. It's a ground-floor flat so I'm reasonably confident this is the only internal stopcock but I'll take a look outside and see if they fiddled with that for some reason!

    It is indeed metered but the sellers left their final readings for all metered services (which is why I think they turned them off) so we're all on the same page with end/start meter readings; no issues there.

    id be checking each feeder pipe to the taps, toilet etc for isolation valves - they look like this ...

    When the slot is across the pipe they are off, when it runs in line along the pipe they are on. If not that then a stopcock under the sink, could be a lever valve like this even ...

    If it is a gate valve, large round, red handle, it is possible that whilst the handle is turning the innards are not lifting, so a gentle tap with a hammer whilst turning anti-clockwise might do it.
