Permitted development

Hello,

I'm looking to build an outbuilding within permitted development rights at the end of my garden. I want the concrete base to be 10cm above surrounding ground level as the garden slopes down towards the end and water has collected where the outbuilding is planning to be. This has only happened once after a flood. Will the 10cm base above ground level be counted towards the overall 2.5 metres allowed within permitted development rights ? Or can a 2.5 metre external measurement room sit on top of the concrete base that is 10cm above ground level?

    It will include your base. It is from ground level.
    Everything that is supposed to be in heaven is already here on earth.
  • If within 2m of the boundary the 2.5m applies to the overall height, otherwise it applies to the eaves height and the height is measured from the existing ground level.

    On page 6 " Where ground level is not uniform (e.g. if the ground is sloping), then the ground level is the highest part of the surface of the ground next to the building."

    I could have the base built 10cm up from current ground level and then add soil next to the back and sides of the building to be level with the concrete base and leave the front of the building concrete base 10cm higher than the front ground level (which is where the water problem is.)

    Depending how far across the garden it goes that could work. If it is really wide then it would be noticeable but if its narrow and mostly door at the front then less so. Nobody's really going to complain to the council, you'd be ok if you've raised the ground level to meet the base mostly, are they?
    If you've got a close neighbour then have a little chat with them explaining what the building is for first, I'd recommend. That way they won't panic you're going to be housing illegal immigrants!

    why does everyone always try and stick inside permitted development? - decide what you want/need and can afford and then if it needs planning permission it's not really that much hassle
    (and having a formal planning approval is good if you sell in the future rather than trying to prove to a solicitor that what you've built was permitted development)

    If that's a concern you can apply for a certificate of lawful development.
