Cost of an architect?

Would anyone have an idea of the cost for drawings to be done for a dormer window? The house is a 4 storey Victorian semi-detached. It is just one room to allow the top floor to be reconfigured.

    Does it really need an architect? Could it fall under permitted development?

    Are there neighbouring houses that can be copied?

    I called into our local council today to see if I need planning permission and I have to fill in a pre-planning permission form at the cost of £60 to see if I need one. The one I'm looking at it roughly the same as a neighbours so I could copy theirs.

    Having never done any major alterations, would I not need some for a builder?
