At my wits end with ebay and paypal

I recently tried to sell a new phone from ebay and the buyer wasn't responding to a confirmation email, where I needed some address clarification from them.
So I decided to cancel the sale and not send the item. However, I was in the mean time charged a PayPal fee so I made calls to ebay and they said it would be refunded if I waited for the buyer to request a refund. This was wrong information because as soon as they did, the "Refund" button disappeared from paypal and I had to refund via the case resolution center. I called ebay and they said if I want the fee returned, I need to wait 3 weeks for ebay to close the case and refund the user automatically.
When that happened I was charged both the paypal fee plus a 10% ebay invoice and the buyer received his refund, but I was left with all these fees.
I kept calling ebay and was told there's nothing they could do because I didn't refund the buyer earlier. I explained that the refund button disappeared when the case was raised but they don't care.
Basically ebay and paypal just ping pong me from one to the other claiming they are now separate entities and they're putting the blame on each other, but the fees are not going away and I am completely unable to do anything about it. I feel I'm held hostage by these two companies, trying to charge me for a sale that never happened.
Any ideas what to do?

Turns out it was a system error on Paypal side.
Both PayPal and eBay refunded me.
I do need to say it took a month of endless phone calls to sort it out though, so it was rather stressful.0 -

Cannot imagine eBay/PAYPAL acting like this. Most unusualI am a cow so cannot speak Bullshine but I do recognise its smell when I come upon it.0 -
Selling on eBay can be rubbish depending on who's buying from you.
I miss the days when you had the option of applying negative feedback if warranted as nowadays when buyers completely mess you around for example buying something then changing their mind without the decency to let you know (obviously some may be genuine scenarios but when you can see said buyer continuing to buy and sell while ignoring your efforts to make contact it's likely they're deliberately avoiding you). You see more and more positive feedback comments that actually say something like "no comms, ignored and sale cancelled - avoid!" but at a glance their feedback is 100% positive.
It's happened to us many times and although you do get your fees back eventually, the buyer gets an eBay warning! Oooooooooooh! Lord no, anything but a cautionary email! It's not that we have an issue with a mind change because it happens, at least you could re list quickly without fuss if they bothered to let you know.
