What does it mean the reward will be in a form of CASHBACK?

It's not the value of the DDs that matters, it's the number. If you have 2 DDs you get £7 (£4 after fees), and if you have one DD you get £3.50 (50p after fees).

I must have imagined it but I thought I'd read they were removing the DD requirement for Barclays Blue Rewards. Did I imagine it? Can't find anything online about it.0

That's correct. The only requirements are now the £3/mo fee and an average monthly deposit of £800.
You'll only receive cashback however if you have at least one DD, meaning you'll have a net 50p profit for one DD and £4 for two.
What's the point if you have no DDs, I hear you cry? Blue Rewards would still make you eligible for enhanced cashback through SmartSpend. Meaning if you regularly do a lot of purchases online, the extra cashback may offset the monthly fee and still leave you with a profit.: )0
