Have I missed opportunity for POPLA appeal?

Hi,
I've tried to look through the stickies and searched, and am quite possibly missing something blindingly obvious (very sorry if I am), but I am quite worried and would really appreciate some advice.
A ZZPS debt recovery letter has landed on my doormat 18/11/16, date of PCN 3/08/16. This is the first letter I have had about this, and there is no mention of how one can appeal, along with the wording that the payment now includes 'late payment and debt collection charges'.
From looking at the forum and also on the leisure centre website, (which states the parking fine as £60 or £100, not £200 as in letter), I'm guessing I should have received a letter(s) prior to this?
Please can anyone advise whether I can still appeal given the date of the PCN? How long after ones PCN can one appeal via POPLA please?
I'm confused as to what to do next as I didn't receive the first letter as stated on the stickies etc. The client is Civil Enforcement LTD.

you can only appeal within 28 days of a notice in the post (NTK) and if they refuse the appeal they issue a popla code and you have 28 days to appeal to popla
so if ZZPS has issued a DCA notice 3 months later its too late for what I described as its been passed to a DCA for collection

Whatever you do, no saying who was driving! CEL cannot hold a keeper liable so even if they try a claim they have no case unless they know who was driving.The client is Civil Enforcement LTD.
Complain to the Leisure Centre Manager first. Get it cancelled - INSIST.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks very much for your previous comments.
Further to the kind advice on here, I have contacted the Leisure centre manager after a struggle, at the place the CPN was issued.
He advised me that he was not able to help directly because he has no control over the parking company, but that he would query the CPN with his contact at the company and see if he could 'put his weight behind' getting it cancelled.
The manager received an email reply from CE stating that they had sent 4 letters previously to the same address that our debt collection letter was received at, before said debt collection letter. We did not receive any of these.
The manager said that he was surpised that they had not just cancelled it, and advised me to write an email asking for clarification about this CPN to the appeals team at CE.
I have done this and am waiting for a response from them 'within 28 days by post' according to their automated reply, but in the meantime another debt collection letter threatening to pass over the case to Hassel Wright has arrived. Obviously I do not want this to be passed onto the solicitors before I get a chance to query it with CE so I don't know what my next course of action should be?
I have tried to contact the manager of the Leisure centre again with no success thus far.
Should I now be sending the 'stop hassling me' letter kindly drafted on here to ZZPS in the hope that it will stop them chasing? Or ring/send a letter to CE asking for them instruct ZZPS to halt proceedings until we know the full details of this CPN and have the opportunity to fight it seen as I have not had this opportunity yet given the lack of communication from them?
Thanks very much for any advice, it will be very gratefully received. I am almost at breaking point with this to be honest so any replies would be brilliant. I am aware that it may seem suspicious to some that we have not received these previous letters, but honestly we have not, otherwise I would have sorted this mess out long ago. Thanks0 -

Seriously, just ignore that letter. No solicitor is involved. If CEL issue a claim they do it themselves and they do it soooo badly that on this forum we've seen them all off with just one defence stage. No hearings have taken place after defences from here to CEL cases because no hearing fees were paid by CEL. All have died a death and can be defended.
And no claims were started by ZZPS (they can't, they are a debt collector).
You could but there's no hope that they will just stop. You will likely find CEL issue a claim and you then defend it, costs you nothing, then they will likely give up as long as you don't miss any court deadlines and defend with our input at the time.Should I now be sending the 'stop hassling me' letter kindly drafted on here to ZZPS in the hope that it will stop them chasing?
2017 will be when this harassment ends and you may well have the life experience of sending a defence to a claim.
NEVER. They will try to get you talking about the driver/the story of what happened on the day. And they will try to make you think you must pay, then they will try harder. Then they'll ring & text and harass you.Or ring
We hope in your contact you have never named the driver? CEL can only hold a driver liable so that's why the KEEPER defends it and never offers up the drivers name nor implies it by talking about what happened on the day.
