    If he wants to keep any lost ncd ( he may not lose any at all - he may have it protected), then he can pay his insurer back the costs they incur over your claim.

    When you complete an insurance application you agree you have told the truth which usually includes disclosure of incidents and losses even if no claim was made.

    It would be fraudulent were you to deliberately try to reduce the premium by making a false application.

    No fault claims often do result in premium loading, but not immediately - they would be taken into account at the next policy renewal

    It is unfair in some circumstances, but that said I know someone who has been rear ended at roundabouts no less that 7 times in the last 3 years. There has to be a contributing factor and therefore I can't argue with her insurance premiums going up.

    The alternative would be to get a quote for the repairs, pass the quote to the person who hit you, requesting full payment. When you get the money, the matter is closed.

    This obviously comes with risk that he claims for injury further down the line or your insurer finds out you lied and cancels your policy.
