Civil Court Proceedings - Premier Solicitors

I have been issued a letter from Premier Solicitors on behalf of their 'client' to pay x2 outstanding fines by 23 November 2016 otherwise risk having formal Civil Court Proceedings against me; Supreme Court Judgement in Parking Eye v Beavis.
I have exchanged no response or payment since I was first issued the PCN. My question is; can I maintain my silence and hope this PCN is swept under the carpet at some point in the near future?
In addition; I have recieved a notice of Intention to Commence Legal Proceedings (on behalf of Zenith/DRP - I appreciate they are interchangeable); again, no correspondence has been exchanged and can I maintain my silence hoping this all goes away?
Payment is expected in <24hours; any reply would be much appreciated

Just forget the Zenith/DRP .... KNOWN SCAMMERS, NO POWER

Forget the BEAVIS CASE, only stupid solicitors refer to this just to scare you.
