Cavity wall insulation

Hi,
We bought out home of a family member last year who originally owned it
We had new windows fitted last week because they were 25+ years old and was hoping it will especially warm upstairs up in these cold nights.
When the fitters came in to replace them I popped them up teas and was chatting away. They Said I between the two bedroom windows was no insulation and could see down the cavity walls to the living room. You could see some on the left side window where insulation was put it but little worried not all of the house was done.
We got the 25 year guarantee certificate and it was done November 2004. Where do I stand regarding this or is it to late to complain because the wife is moaning especially because of the problems people get when have it do,but we have not had any problems but saying this are our walks full insulated?
Any help or advice please on this.

Get your CIGA 25 year guarantee and it will have property address and reference number. Lodge a complaint with CIGA and see how things progress.0

I've been working on a house which had cavity wall insulation 'injected' in the 1980s. I've been opening up and closing holes in the cavity wall and the coverage is patchy, sometimes there's plenty of it sometimes none so I suppose it was difficult to do perfectly.0
