Hotmail/Outlook Problems

It seems that Microsoft have had a major screw-up.
They are migrating hotmail/outlook accounts by changing the encryption method.
All work fine if logging in from a browser, but the accounts that have changed will not login from Thunderbird and similar programs, as well as Mail Apps on phones/tablets.
My hotmail.com account is fine; my hotmail.co.uk accounts is not.
Microsoft have finally admitted that there is a problem and we await their fix.
The changes are as follows:-
POP Settings
Server name: pop-mail.outlook.com
Port: 995
Encryption method: SSL -> TLS
IMAP Settings
Server name: imap-mail.outlook.com
Port: 993
Encryption method: SSL -> TLS
SMTP Settings
Server name: smtp-mail.outlook.com
Port: 587
Encryption method: TLS -> STARTTLS

For IMAP, port 993 is IMAP over TLS (old), port 143 will handle STARTTLS (new).
For SMTP, port 465 is SMTP over TLS (old), port 587 will handle STARTTLS (new).
No-one cares about POP, so it's not worth worrying about.0 -
Microsoft are admitting that it is their fault. This is a quote from them.
"Thank you for bringing this up to me. I understand that it is very important to keep a healthy mailbox. Just a head’s up, this is an emerging issue that spiked just today and has impacted users on a Global scale. Don't worry though, we are currently engaged with our engineering team for them to work on a permanent resolution as soon as possible. Rest assured that everything will go back to it's normal state."
People have tried to make changes manually, but it seems that Microsoft have to make the fix at their end.0 -
STARTTLS is opportunistic TLS, which should work "inline" within an SMTP session on port 25.
Bizarre that they've messed this up. I bet it's because of EOP, which is a nightmare product.0 -

This seems to be the fault that has wiped all my contacts and calendar from my Microsoft Lumia mobile (using Windows 10).
In Outlook account on desktop PC all contacts are listed but have vanished from mobile. Trying to sync outlook gets an error message.
Have googled problem but don't understand the advice given so seem to have no choice other than to re -enter all contacts and calendar data.
UPDATE
Having spent 3 hours trying everything to sync mobile (including switching off and on again), I gave up and put the phone on to charge. Tried it again a couple of hours later and THE CONTACTS AND CALENDAR ARE BACK AGAIN exactly as they were before. Don't know if it's a delayed result of something I tried, the effect of putting the phone on charge, or Microsoft fixing problem, but back to normal.0 -
All my hotmail accounts are now working, but my wife's account is still screwed.
Others on the downdetector link are having similar results; some now working, some not.
Appears that MS are rolling out a fix.0
