Wood burner advice

Hi all,
I have been looking at wood burners for a while now for my living room but don't really know much about the laws and planning. My house is 3 stories and i am told the chimney needs to be at least 1 1/2 meters above the highest window, is this true?
Can anyone give me any advice on what needs to be done to allow me to install one in a 3 story house?
