Highview fine. I am not the keeper, please advice

Hi, I have received a parking fine from the above company, in a small shopping centre called Netherfield Neighbourhood centre in Milton Keynes.

My still husband received the fine, as he is the registered keeper. and of course I have to pay myself which it will hit my finances, specially in this period. and I have to solve it.

I have read the advice for appealing, but I am not sure whether to appeal myself, or my husband first has to inform that he was not the driver. can I send my appeal saying that I am driver and expose my appeal? although I have seen somewhere in the threads that it is better they dont know the driver's name.
I understand the purpose is to get a POPLA code. I am still a bit confused about this.

I have seen the signal to stay 90 min but I thought it was going to be checked by those people that goes on checking the cars. the reason I spent on the car a few minutes more to give my little daughter snack and calmly get prepared to leave.

I overstayed 11 min.

The fact I didnt see anywhere that they were going to record my entrance and my exit from the parking entrance/exit. otherwise I would have left on good time. of what I read there is nothing related to recording for parking control. it seems a normal parking going to small shops that even most of them in MK are free, I never would have imagined cameras on that place.

I was thinking to appeal exposing my confusion about the parking control and that as now single mother the fine is far too much for me to pay considering my current finances. really :(

Please advice. thanks a lot!

If you want to win the appeal, do it in your husband's name of course.

As the NEWBIES FAQs thread tells you.

    DO NOT do this:

    Nonono. And more no!

Do the appeal IN YOUR HUSBAND'S NAME AND KEEPER in the NEWBIES thread (on the page where you just hit 'new thread' without first reading NEWBIES PLEASE READ THESE FAQS FIRST'). Go back a step to the first page and read what you should have read.

It is EASY to beat Highview as a registered keeper.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

And how would that cancel the fine ? You need to have a read of the newbies thread re' appealing. There is a pro-forma letter there (BPA-Popla)that you can send to them. Do NOT alter or add anything to the letter as you will probably mention who was driving.

Also, search on here for 'grace periods' re BPA members. The time recorded on the ANPR camera is from when you entered the car park and then exited. 'Parking' time is a whole different ball game.

Stop worrying and don't panic. Do not contact the parking co' other than to send them the appeal letter. As I said, have a good read, which should give you some piece of mind on how to deal with this issue.
ps This is not a fine, it is just an invoice sent from someone who believes that they can demand money from you.
