Parking eye Fine: Broken Machine please help!

This is my first post as I have read through various threads regarding this matter but I am unsure what is the best course of action.
My daughter has weekly speech & language sessions at the health centre in town & the parking ticket machines have been out of order for at least the last month, with hand written signs taped over the machines saying the machines are out of order which the health centre are aware of (I believe they put up the signs). Yesterday I received a notice and a fine, for one of the occasions when she had an appointment (I expect I will get another one for the following week). I have contacted the health centre who agreed the length of time that the machines have been out of order which of course include this date & told me to bring the letter in to show the security guard. After reading that for others it is only withdrawn through appeal & I'm yet unsure how much help the security guard will be what is my best course of action please?

firstly , no "fine" was issued , merely an "invoice"
I would think that in NTK came to the RK in the post ?
if so , did it arrive 14 days or less from the actual parking date ?
have you read the NEWBIES sticky thread ?
if so, you will know that the keeper uses the blue text appeal on the PE website , as KEEPER , not admitting who was driving
add an addendum to say that
the meters onsite are broken and have been for some time so the driver followed the landowner rules and directions on parking there, and to cancel any parking charges forthwith
and get back onto the landowner and insist that they (ythe manager) cancels the tickets with PE, promptly0 -
The health centre has a duty to help you, otherwise they are assisting what is clearly a deception.
You need to go in and get a confirmation of the timescales and request strongly that they get PE to cancel. This needs assertive action as PE are just after money and will go all the way to get it.REVENGE IS A DISH BETTER SERVED COLD0 -
You should be able to get these cancelled by the Health Centre so wait till you have both, this coming week, then take them in and don't leave until they've taken a copy and committed to cancelling them ALL (DO NOT give them the original PCNs as you MUST also appeal).
If the Health Centre are useless or vague then ask the Manager for their email address and demand (before you leave) an email confirming the machines are broken, and since when, so you can use that as evidence for your appeal. Do not rely on phone calls and verbal assurances.

Please tell us now, a 'POFA 29 days keeper liability' PCN or a 'blank space' one? You CAN tell, it is simple.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Date I received the notice was yesterday 19/11/2016 so it did not arrive within a 14 day period.
Also the letter does have the paragraph about the "29 days from date...."
So I would need to get the health centre to cancel the ticket and appeal to PE themselves. I was a bit confused by the sticky threads ��0 -

Appeal as keeper using the BPA template in blue from the NEWBIES thread.
You could also very carefully add without revealing who was driving that the NTK has arrived too late for keeper liability to apply.
Do this in addition to complaining to the health centre manager. If they have a patient participation group or similar, contact the chair and ask them to intervene as well.I married my cousin. I had to...I don't have a sister.

Just to clarify it's the "Dear Sirs..." on this thread (not able to post link as I'm a newbie "**NEWBIES!! PRIVATE PARKING TICKET? OLD OR NEW? **READ ...)
With the addition of to late to apply keeper liability & the meters on site are broken? When appealing through the website there is a drop down box with "keeper, Driver, keeper & driver, hirer, none of the above" is it OK to select keeper?0 -
I would be doing things one step at a time.
Firstly get the Health Centre to cancel and get dates of inoperative machines.
When you have done that you can decide the further action required.
You have 28 days from issue of the PCN to appeal to PE so don't rush it but don't delay either.
PE will cancel if they realise they are on a loser.REVENGE IS A DISH BETTER SERVED COLD0
